Some new initiatives of RSD

Regional Placement Cell

The University has initiated the establishment of Regional Placement Cell (RPC) at all Regional Centres with a minimum of 10000 IGNOU degree holders with the objective of providing employment opportunities to the learners.

Multimedia Resource Centres

In another initiative, the University has proposed establishment of IGNOU Multimedia Resource Centres (MRCs) in existing Conventional University Libraries in locations where large number of IGNOU learners are enrolled. The objective is to enable quality education for IGNOU’s learners by providing various supplementary materials and multimedia resources in addition to Self Learning Materials.  

Satellite Downlink facility for Learner Support Centres

In a recent drive to connect all Learner Support Centres with Satellite Downlink facility, Regional Centres have been instructed to extend Doordarshan’s DTH (Direct To Home facility) for all Learner Support Centres which will enable the learners at these centres to receive teleconference signals of IGNOU through the Gyan Darshan-II channel which happens to be part of the bouquet of free channels provided by Doordarshan through DTH.

IGNOU Study Centres at Women’s Universities/Colleges/Institutions

In conformity with the national policy of promoting education among women, the University has proposed to establish IGNOU Regular Study Centres exclusively for women at Women’s Universities/Colleges/Institutions. It is envisaged that such centres will provide IGNOU learners an environment of safety, security and participation besides opening opportunities for promoting programmes like Gender and Development Studies, Continuing Education, Special Education, etc.

Internet facilities for Learner Support Centres

All Learner Support Centres including Regular Study Centres, Programme Study Centres and Special Study Centres have been provided with internet facilities.

Alumni Meet at Regional Centres

The University has decided to hold Alumni Meet at 17 Regional Centres having more than 10,000 degree holders up to 25th Convocation to build an ongoing relationship with the alumni of the university. The University has awarded more than 15 lakh degrees so far thus there is an immense opportunity for having an active fraternity of IGNOU alumni who could play an important role in promoting and improving the ODL system.

Regional Advisory Committee

The University has announced the establishment of Regional Advisory Committee comprising of eminent people at all Regional Centres with the objective of assisting them in their mandate to monitor the academic, administrative, financial and other functional aspects of Regional Centres. The Committee is also intended to identify emerging local educational needs and issues specific to the region and advice the Regional Centre on evolving strategies for meeting local educational needs.

Rural Libraries

With the objective of extending library facility to the deprived learners of IGNOU residing in remote tribal areas of the country, the University has proposed to establish 100 Rural Libraries at Special Study Centres located in rural and tribal areas. Such Rural Libraries are expected to enrich the learning experience of disadvantaged learners and provide them employment related information through institutional subscription of newspapers, magazines, employment news / rojgar samachar etc.

Sub-Regional Centres

To reach out to the learners of inaccessible areas of the country, Sub-Regional Centres have been established in Darjeeling in West Bengal, Tirupati in Andhra Pradesh, Phulbani in Odisha and Pithoragarh in Uttarakhand. Sub-Regional Centres are to function as ‘extension centres’ of existing Regional Centres under whose supervision and mentorship they are expected to work. The primary objective of a Sub-Regional Centre is to enhance educational development of the area under its operation.  

Distance Learning Facilitators

A scheme has been launched for appointment of Distance Learning Facilitators (DLF) in remote and rural areas with the objective of reaching the unreached. DLFs are to be appointed primarily in the areas where no nearby study centre is located. However, a DLF may also be appointed to enhance student enrollment at Regular Study Centres where student intake is abysmally low.

Mobile Study Centres

Guidelines have been issued for establishment of Mobile Study Centres in remote and rural areas with the target of establishing at least one Mobile Study Centre in each region. The objective of the initiative Is to reach out to the socio economically disadvantaged areas with low population density, poor transport network, low per capita income and high vulnerability of community.

SMS alert services

To enable smooth communication and better student support service, Regional Centres have been empowered to avail SMS alert services from government service providers, namely, MTNL/BSNL. However, if necessary, services from private operators can be availed with prior approval from the Regional Services Division at the Headquarter.
