The Construction and Maintenance division (CMD) of IGNOU looks after the maintenance of the University Campus, which includes Temporary Campus block No. 1 to 17, Sub-Stations, STP and other service buildings, Academic Blocks, EMPC Building, DEC Building, CMD. Building, Residential Complex at MGRC, AGVC etc.

CMD got constructed various Regional Centre buildings Ahmedabad, Bhubaneshwar, Bhopal, Cochin, Lucknow, Madurai, Patna & Shillong and IGNOU is functioning from these buildings. IGNOU is in possession of land at following places Agartala, Aizwal, Bangalore, Imphal, Jammu, Jodhpur, Karnal, Kohima, Noida, Phulbani, Pune, Port Blair, Rajkot, Trivendrum, Vatakara, Vijayawada, Itanagar where CMD is making all effort for construction of the RC buildings. The long awaited approval from MCD has been received for construction of Administration Buildings, extension of Academic Blocks and Warehouse Block through RITES Ltd. IGNOU has also received the enhancement of ground coverage as per Master Plan of Delhi-2021 to take up infrastructural aspect of the University in future.

The maintenance of the Campus includes supply of water and electricity, maintenance of streetlights, tube wells and pump houses etc.

The Maintenance is an ongoing process, which can be divided into following parts:
A) Civil Maintenance: Civil Wing of the division is looking after the Civil Maintenance.

B) Electrical Maintenance: Electrical wing of the division is looking after the motor part of water supply system, air conditioning system and electrical maintenance.

C) Water Supply: Water for drinking purposes is being procured from the Delhi Jal Board and private supplier hired tankers at different locations of the IGNOU Campus. The University has various tube wells drilled in the Campus to cater to the requirement of the University. These tube wells are connected pump houses at various locations. The division is maintaining tube wells, pump houses and pipe networks laid in the campus.

D) Electric Supply: The Campus has 10 nos. of sub-stations out of which six are being maintained by CMD (ESS No 1, 2, 3, 4, 5 & 10) and four are with BSES. BSES is mainly looking after substations located in the housing complex, whereas C.M.D. is looking after the remaining area.

E) Air Conditioning: Operation of central package type air conditioning system at Academic Blocks, Convention Centre, EMPC. building and window/spilt type air conditioners at Temporary Campus, AGVC
